Phelps Hospital Opens Walk-in Croton Clinic Patch Ossining-Croton-on-Hudson, NY --

Introducing *Phelps at Croton*, a new primary care facility welcoming walk-ins and offering diagnostic radiology to adults, in the ShopRite plaza.

Croton Mayor Leo Wiegman toured the facility at its recent ribbon-cutting and was pleased with this addition to 440 Riverside Avenue.

"Croton has had a very good working relationship with Phelps for a long time, especially in their support and technical assistance for our Emergency Medical Services for so many years," said Wiegman. "Opening this medical office right here in Croton shows how deeply committed Phelps is to our community."

The practice has actually been up and running since October and has even better received than administrators imagined.

Phelps Senior Vice President Daniel Blum said that people seem to really appreciate the ability to come without making an appointment (though please note that appointments are needed for ultrasounds and specialists).

"Creating satellite primary care offices is a good way for the hospital to reach out into the communities we serve," Blum said. "Judging from the response we have gotten, Croton residents appreciate having such convenient access to our services, which are backed up by hospital resources and facilities when needed."

Michael Phelps Congratulates Summit Swim Team For Winning State Title Patch Summit, NJ --

For the first time in school history, the Summit Boys’ Swim Team clinched the State Championship over Moorestown, 88-82, on Saturday morning at The College of New Jersey.

In the days that followed, freshman swimmer Matt Samay and his father, Scott, ran into an Olympian swimmer we all know very well — Michael Phelps.

In this video, Phelps sends his congratulations to the Hilltoppers on winning their State Title.

During Saturday's State Championship, Ryan Sebastian won the 100 fly and 100 breast, while Luca Guadagno won the 200 free, said Head Coach Luke Piede. Kevin fries won the 50 free and Tim Kostolansky won the 500 free.

The Senate more or less guaranteed that the economically damaging sequester will go into effect tomorrow night, bolstering our theory that Congress is one giant front for Goldline. The Pope stepped down today -- man, those sequester furloughs run deep! And Bob Woodward, a guy who once went toe-to-toe with the most ruthless, paranoid president in history, is now terrified of someone who uses the phrase "my bad." This is HUFFPOST HILL for Thursday, February 28th, 2013:

*UH OH: SEQUESTER BILLS TANK IN SENATE* - If you're a federal employee, it might be worthwhile to prepare a drop bag of all your desk plants and/or children's macaroni art. Maybe make some room for your favorite Cathy comic. Sabrina Siddiqui and Mike McAuliff: "The U.S. Senate voted down opposing plans to avert the across-the-board budget cuts known as sequestration on Thursday, just a day before the spending reductions start to take effect. Democrats offered a plan that was designed to replace sequestration for 10 months through a combination of spending cuts and revenue raisers, such as closing tax loopholes for oil and gas companies and implementing the so-called Buffett Rule. Republicans, who declared any new tax revenues a non-starter, introduced a counterproposal that would keep the sequester in place, but grant President Barack Obama the flexibility to implement the cuts in what he deems is the best way. *The Democratic bill received a final vote of 51 to 49, nine votes short of the 60 required to proceed, while the Republican alternative fell 38 to 62*. Since the House of Representatives adjourned Thursday for a long weekend, the failure to come up with a replacement for sequestration means cuts to defense and domestic spending will kick in on Friday." He's a good ol' boy from the bayou who likes diapers! Who knows what they'll do next! Amanda Terkel: "Now, Sen. Sherrod Brown (D-Ohio), along with unlikely ally Sen. David Vitter (R-La.), is launching an effort to break up the taxpayer-funded party on Wall Street...'The system is such that the big banks have far too many advantages, bestowed in part by the marketplace, because investors understand and the market understands that government might in fact bail them out, so there is lower risk for investors, and that means that they can borrow money at a lower cost than anybody else can,' he said, explaining why small- and mid-sized banks are at a disadvantage. *DAILY DELANEY DOWNER* - The economy at the end of last year was much worse than we thought it was at the time, but not as bad as we thought shortly thereafter, but still almost as bad as it could possibly have been. Martin Crutsinger: "*The U.S. economy grew at a 0.1 percent annual rate from October through December, the weakest performance in nearly two years*. But economists believe a steady housing rebound, stronger hiring and solid spending by consumers and businesses are pushing economic growth higher in the current quarter. The Commerce Department's second estimate of fourth-quarter growth was only slightly better than its initial estimate that the economy shrank at a rate of 0.1 percent. And it was well below the 3.1 percent growth rate reported for the July-September quarter." [Associated Press]

"*The fiscal policies that reduce the deficit will lead to less demand for goods and services, thereby holding down economic growth this year*," the Congressional Budget Office said today. *HASTERT RULE FAIL: HOUSE PASSES VAWA REAUTHORIZATION... FINALLY* - Today was another one of those Boehner-as-flustered-GOP-dad days ("You kids want a vote? You kids want a vote? FINE! Let's have a vote!) Jen Bendery: "The Violence Against Women Act is finally heading to the president's desk this week after a dragged out political fight over expanding protections to Native American, LGBT and immigrant victims of abuse. *The House voted 286 to 138 on Thursday to pass the bipartisan Senate version of VAWA. The vote came just after the House rejected its own GOP bill, 166 to 257, which drew loud cheers in the chamber*. Sixty Republicans voted against the GOP bill...The House Republican bill appeared doomed before it hit the floor. It had zero support from Democrats, and a growing number of Republicans were saying they couldn't support it. Seventeen House Republicans sent a letter to House Speaker John Boehner (R-Ohio) and House Majority Leader Eric Cantor (R-Va.) last month urging passage of a bipartisan bill. Phil Gingrey, Jack Kingston, Tom Price and Tom Graves -- all potential Senate contenders. Also voting no: Arkansas Rep. *REPUBLICANS NOMINATE FELON FOR JACKSON JR.'S SEAT* - Either this is a really misguided attempt to remind voters about the felon who used to have the seat or just plain stupid (or both). "Republican voters are suggesting the 2nd Congressional District replace one felon with another after *picking ex-convict Paul McKinley as the candidate to run for the seat recently ceded by former U.S. Rep. Jesse Jackson Jr*. While official results in the GOP special election will not be certified until next month, McKinley had a 23-vote lead over Eric Wallace, a multimedia company owner from Flossmoor, with all precincts reporting Wednesday. McKinley, a convicted felon who served nearly 20 years in state prison for burglaries, armed robberies and aggravated battery, declared victory. Wallace, however, was not willing to concede, and he called the prospect of McKinley representing the GOP 'an embarrassment.'" *NEW YORK-AREA REPUBLICAN HAS NO PROBLEM INSULTING CPAC* - Nick Wing: "Characterizing the annual Conservative Political Action Conference as an unrepresentative, biased gathering of Republicans, Rep. *Peter King (R-N.Y.) told The Hill on Thursday that organizers had snubbed far more than just New Jersey Gov. Chris Christie (R) when they announced earlier this week that the governor was not invited*. 'If Republicans had any brains they'd stay away from CPAC,' King said [Editor's note: Good thinking!]. He also indicated that he had been talking about the role of state government when he verbally stumbled at a Tuesday committee meeting." The failure of a New Orleans news anchor to recognise Britain's Olympic star proves Americans still exist in insulation

When Mo Farah endured an interview of witless genius with the hitherto little-known LaTonya Norton, we were invited to gaze again on the wonderland of innocence that is the United States of Amnesia.

It was impossible not to feel sorry for the smile-frozen television news anchor from WDSU in New Orleans as she eked out a live studio-to-track piece with One Guy Named Mo after he'd won the local Rock 'n' Roll half-marathon in – blimey! – record time, because LaTonya gave no indication she was aware that back home he had two gold medals for running rather well at the London Olympics.

Had she forgotten? Did she know in the first place? Did Mo know she didn't know? All of this and their fixed grins threw them into a mutual pact of puzzlement, and her riveting inquiry – "Haven't you run before?"– was immediately dispatched to the library of American sporting cringe moments, which probably could not be housed in anything smaller than the Smithsonian Institution. It wasn't in the class of Larry "I wish I was 50 years younger and I'd whip your ass" Merchant's flash of late-career anger at Floyd Mayweather Jr, but only because it was saved by the interviewer's patent humanity. As she kept digging, her face remained a monument to slowly growing self-knowledge.

Although her bosses at first clumsily tried to suggest she actually did know who Mo was but kind of forgot to mention it, I bet LaTonya, caught on the hop, thought he was just some guy who'd turned up and, you know, ran 13 miles in an hour (an hour ahead of a mortal she did know, her WDSU colleague Scott Walker) and, holey moley, butter my popcorn, he won the goddam thing. Like, wow, man. How cool is that? That's a story.

However, as he had also won the Olympic 5,000m and 10,000m finals in front of a worldwide television audience of hundreds of millions only six months earlier, well, it was a bit of a stroll in the Louisiana sun.

Maybe LaTonya's not a fan. Maybe she slept through 2012. Or, poorly briefed, did she just have a brain freeze and wing it with a lot of "wows" as the suspicion grew that the guy she was talking to was one of the most famous athletes in the (rest of the) world? Probably. While the incident illustrates that the stiffly coiffed, perfectly toothed talking heads of television can be as endearingly idiotic in America as anywhere else, it also confirms a more profound truth: large parts of the United States of Amnesia still exist in a cultural vacuum. If it doesn't happen between sea and shining sea, it doesn't make the cut – well, not on WDSU last weekend.

When what might have been a minor local gaffe turned into an international guffaw, courtesy of the social media octopus at the expense of Norton and Farah (who later urged those laughing to give her a break), we saw another glimpse of the American sense of self.

Our go-to-idiots in the global village have previous, most notoriously at the London Olympics that, in fairness, might have not registered fully with Norton and millions of her compatriots because NBC reduced its core coverage to a delayed evening package. The rest of us were, well, just in the wrong time zones. It did not start well when the "anchor legend" Meredith Vieira had her own LaTonya moment during the opening ceremony, confessing she had not heard of the creator of the worldwide web, Sir Tim Berners-Lee. "Google it," advised her sidekick Matt Lauer, the irony whizzing over his neatly clipped bonce.

They also had problems with Kenneth Branagh's Isambard Kingdom Brunel, mistaking him for "a Dickensian character". It's a wonder they didn't think it was Abraham Lincoln, with that stovepipe hat and all.

Then, in place of Danny Boyle's sensitive tribute to the victims of the London terrorist attacks, NBC showed an interview with Michael Phelps. It was not Ed Morrow. Mrs Romney's horse had a better Olympics.

As for the Paralympics a couple of weeks later, NBC showed highlights on YouTube – even though the United States sent 223 athletes, the third largest team after Great Britain and China – and a 90-minute wrap-up … seven days after the event had finished.

This is not new. We all know the "World" Series in baseball is nothing of the sort, brilliant though it is. But evidence is everywhere that the rest of the planet often can go hang (arrogance not unknown on this little island for a few centuries, it should be remembered). On stages where national delineation is not always sharp – golf and tennis, most notably – American interest dips and soars. It was always one of Pete Sampras's quiet regrets that he was great in a sport that flickered only intermittently in the consciousness of his own country.

The world game, meanwhile, continues its on-off-on Stateside love affair, drawing close to ice hockey in their affections thanks to a loyal generation of soccer moms, but there will probably be no cracking of the holy trinity of NFL, MLB and NBA until the United States win football's World Cup. Even that is not a given because Americans are so attached to their gridiron, diamond and basketball court.

The 35 Biggest Hot-Shot Athletes On Wall Street Wall Street is a super competitive place. So it should come as no surprise that some hot-shot athletes end up working there. 

We've included a round up of some of the best athletes on the Street.  Our list includes Olympic swimmers and rowers as well as former professional football players and a race car driver.  

These athletes work in positions from sales trader and broker to managing director and hedge fund manager.   

Some of the athletes are still working on The Street, while others have retired.  We even found some who haven't stopped competing since taking up finance and one who left to pursue a career as a professional athlete.

Gun Permits Issued In Linn County Increase Again in February Patch Marion, IA --

Linn County issued 252 gun permits in February.

That is an increase of 45 percent from the 174 issued in January, according to county records.

These were all new, non-professional permits issued between Jan. 1 and Jan. 31, according to the report from the Linn County Sheriff's Office.

The county reports those who were issued a permit each month. That list is attached to this article and included below.

Jennifer Hoelzer: How Not to Be Bipartisan

Bipartisanship is a lot like swimming.

Yeah, I know that sounds nuts. But, having spent at least 10 of my formative years as a competitive swimmer/swim instructor and the better part of the last decade helping Ron Wyden craft/communicate bipartisan agreements, I know a little something about both.

Let me tell you what I mean:

There is more than one way to swim. There's backstroke, breaststroke, doggy paddle, kicking, sculling and even synchronized swimming. You can swim for fun at the local lake, competitively in an Olympic-sized pool or ambitiously across the English Channel.

But, while there are many ways to be a swimmer, there is one thing that separates the people who can swim from the people who can't. That's the ability to float. Because, the bottom line is: if you can't float, you can't swim.

With me so far?

Well, there is something similar to be said about bipartisanship.

There is more than one way to be bipartisan. Despite what you may have heard, it doesn't have to be about compromise. Sure, there are occasions when the only way to reach an agreement is to give ground on something that is important to you. But, sometimes, bipartisanship can just mean saying something nice about someone on the other side of the aisle. There are also issues where Democrats and Republicans (gasp) agree and opportunities to negotiate agreements where both sides get what they want. (My grad school negotiating professor called it "expanding the pie.") And, of course, there are issues that don't break down along party lines. (Anyone remember SOPA?)

That said, while you don't have to be able to float to be bipartisan, you can't be bipartisan if you aren't willing to let the other side look good. In fact, bipartisanship doesn't just require you to "let" the other side look good, it requires you to "help" the other side look good. If you can't bring yourself to help the other side look good, you are never going to reach a bipartisan agreement. (Think of it like trying to swim across the English Channel when you don't know how to float. You might be in search of glory, but you're just going to end up flailing around a lot until you give up or drown.)

For the record, this is why party leadership sucks at bipartisanship.

Because, let's face it, if there is one thing that Democratic and Republican leadership has in common, it's how much they love making the other party look bad. In fact, reading their press releases leaves you with the impression that they are incapable of spelling out their respective party's policy positions without trying to make the other party look bad. (You don't have to take my word for it, you can read them yourself: here, here, here and here.)

In case you didn't know, party leadership (I'm referring to the Speaker of the House and the minority and majority leaders in both the House and Senate) are the ones largely responsible for policy negotiations. At least when it comes to big policy negotiations like Health Reform and the Sequester. Party leaders not only determine what gets voted on, what amendments get offered, and who gets to speak during floor debates, they take the lead role in communicating policies to the outside world. Their press releases are the first ones out of the gate. Their press conferences are the ones that receive the most coverage and their offices distribute daily talking points directing caucus member how best to frame debates.

Now, I'm not saying there is anything wrong with the fact that party leaders are partisan. (It would be hard to expect them not to be.) But, if you are trying to get a bipartisan agreement, do you really want the lead negotiators to be the folks most prized for their mastery of procedural roadblocks, fundraising prowess and ability to deliver cutting, partisan talking points? (Party leaders don't tend to be elected for their ability to find common ground.)

Does this mean that party leaders shouldn't lead policy negotiations?

Not necessarily. If you like Congressional negotiations that don't go anywhere and make everyone look bad, then you're probably happy with the job leadership is doing. Personally, I would prefer it if our nation's policies were written and negotiated by people who cared more about the policies themselves than the politics. But, maybe there is a middle way.

What if, for the sake of argument, we barred elected officials and their staff from using their official positions to engage in partisan activities? If Members of Congress could no longer spend their time giving us reasons to vote against the other party, is it possible that they might start giving us reasons to vote FOR them? Imagine how much more productive Congress might be if the legislative process could no longer be co-opted to force politically embarrassing votes. If both sides could no longer spend their time in office attacking each, might they find common ground? Get things done? Come up with bold solutions to our nation's problems?

(It's not a completely far-fetched idea. It is already against the law to use "official resources" [read: anything paid for with taxpayer funds] to conduct campaign activities. Given that Members of Congress and their staff are paid with taxpayer funds, couldn't we find a way to consider them "official resources" too?)

I know. I know. Members of Congress have to attack each other because legislative votes are won the same way that elections are won: by maximizing the votes for your side and minimizing the votes for your opponent. (Plus, how else is the American people supposed to figure out how misguided the other party is if they don't tell them?)

But, there's one problem with that. As long as both parties go into negotiations determined to make each other side look bad, they have about as much chance of reaching a meaningful bipartisan agreement as a non-floater has of beating Michael Phelps across the pool. And, given that our country is facing some pretty big problems, aren't we at some point going to need Congress to do something other than make itself look bad?

Led by first-year head coach Luke Piede, the Hilltoppers defeated No. 5 Moorestown 88-82 on Feb. 23 at The College of New Jersey after taking second place in the 400 freestyle relay, the final event of the meet.

State House OKs Ban On Semi-Automatic Firearms

As Illinois lawmakers hash out details to the forthcoming law complying with a federal court ruling to allow concealed carry, the state House of Representatives approved measures Tuesday that would still keep semi-automatic firearms forbidden.

The Chicago Sun-Times reports the amendments approved during Tuesday's vote would ban popular rifles like the AR-15 and the AK-47, as well as "certain weapon attachments and large-capacity ammunition magazines."

Democratic Rep. Brandon Phelps from downstate Harrisburg argued against the measures saying, “More than anything, we’re really going after the law-abiding gun owner and going after the sportsman," according to the Sun-Times.

One of the amendment's co-sponsors, Chicago Democratic Rep. Edward Acevedo, dismissed such weapons as unnecessary for civilians and solely designed for "mass destruction."

"These weapons are not for hunting ... They're designed to kill a group of people at one time," Acevedo said Tuesday, per the State Journal-Register.

House Republicans refused to vote, so the amendments passed with Democratic votes only, reports the Associated Press. House Democrats are still shy of the votes it needs to pass a full piece of legislation on to the Senate, reports the Journal-Register.

In February, state GOP leaders were angered by powerful Democratic House Speaker Michael Madigan's move to force lawmakers into open debates on contentious gun control issues and blasted the process as a "political stunt."

The battle over state gun laws remains heated as pro-gun control lawmakers from Chicago and the surrounding metro area spar with gun rights representatives downstate. Recently, GOP Rep. Internationally-renowned swimming champion Paul Hutinger says cancer is no match for him

ST. PETERSBURG, Fla. (PRWEB) March 07, 2013

When 88-year-old Masters Hall of Fame swimmer and esteemed coach, Paul Hutinger, Ph.D., was diagnosed with squamous cell carcinoma of the nose, the champion took it in “stride.” As an All-American athlete, top exercise physiology researcher, and competitive swimmer, with over 800 top ten achievements and 70 current world records over 72 years, Dr. Hutinger was sure his body would stand up to the challenge.

Dr. Hutinger began swimming at just 12-years-old. Learning at summer camp, he began observing the better swimmers’ techniques, later practicing at the local public pool. That led to a career as a high school and college swimming coach, while studying for his Ph.D. in exercise physiology. His research with Indiana University led him to coach and swim with now Olympian, Mark Spitz, who held the record for most gold medals in a year, until recently being beaten by Michael Phelps.

Just like his life, Dr. Hutinger’s cancer diagnosis was unique – it all started with a routine visit to the dentist. While working on his upper teeth in 2011, the dentist incidentally broke a bone in his nose. As it turned out, a squamous cell carcinoma tumor was wreaking havoc on the cartilage in his nose, weakening the bone.

“With no symptoms or signs on the skin, and the cancer underneath the weakened bone, I don’t know how I ever would’ve found the cancer early enough to treat it successfully,” Dr. Hutinger says. “I was training and competing regularly in Masters Championships with the Florida Mavericks and was playing an active role in my health. Cancer was the furthest thing from my mind.”

After surgery to remove the bulk of the tumor, Dr. Hutinger visited local radiation therapy provider WellSpring Oncology, and was treated by Board Certified Radiation Oncologist Dr. Robert Miller.

“Dr. Miller is an excellent medical doctor to head up the program at WellSpring Oncology,” Dr. Hutinger says. “He has brought in a wonderful staff. Everyone there seems to have some special abilities to sense everything each patient needs. I’ve never been anywhere or experienced anything like it.”

Limitations from Dr. Hutinger’s treatment included not going into the water right away. After spending six months just coaching, he found a solution to get back in the water: use a mask that covered his whole face. He competed nationally with that mask and still placed in the top 10 in every race.

Now, with just regular follow-ups, Dr. Hutinger is still training, competing and teaching locally and internationally. With his wife and fellow competitive swimmers, Dr. Hutinger founded a highly successful Masters swimming organization based in St. Petersburg. He credits his survival to his physical condition, expert physicians and positive mental attitude.

“I would recommend for anyone dealing with cancer to always have a positive mental outlook,” Hutinger says. “I felt that encouraging attitude was the biggest thing that helped me through the stress of cancer. It’s also what has helped me through swimming competitions all these years.”
